A laser location device for a grinding vehicle, including: a laser emitting module (21) for emitting a laser beam of a set angle intersecting a steel rail where the grinding vehicle (11) is located; a speed sensor (22) for detecting the running speed of the grinding vehicle; and a control module (23) which, when the intersection point of the laser beam and the steel rail coincides with a set grinding starting point (14), executes a grinding operation when it is determined, according to the running speed of the grinding vehicle, that at least one grinding head (15) on the grinding vehicle reaches the set grinding starting point. The speed sensor is electrically connected to the control module. Also provided is a grinding vehicle comprising a laser location device. The grinding vehicle having a laser location device enables accurate mark alignment and precise grinding starting point, improving the grinding effect.
