PROBLEM TO BE SOLVED: To provide a polypropylene-based resin composition giving a polypropylene-based film having high matte feeling and haze, and reduced numbers of fish-eyes; and a polypropylene-based film containing the composition. SOLUTION: This polypropylene-based resin composition includes 15-53 wt.% of a crystalline propylene-based polymer component (component A) having 4-10 dL/g intrinsic viscosity ([η]A); 40-70 wt.% of a crystalline propylene-based polymer component (component B) having 0.5-3 dL/g intrinsic viscosity ([η]B); 7-40 wt.% of an ethylene-propylene random copolymer component (component C) having 4-10 dL/g intrinsic viscosity ([η]C), where the content of ethylene-derived structural unit is 20-70 wt.% and the content of propylene-derived structural unit is 30-80 wt.%, and the total weight of the component A and component C is 30-60 wt.%.
