PROBLEM TO BE SOLVED: To provide a developing device capable of inhibiting contamination on a developer carrier induced by various factors and to provide an image forming apparatus having the device. SOLUTION: A developing device 5 has a developing sleeve 51 as a developer carrier, which includes a magnet roll 52 as means of generating a magnetic field, carries a two-component developer comprising a toner and a magnetic carrier on the surface thereof and moves the surface to convey the two-component developer on the surface. The developing device 5 is equipped with an adhesive force reducing substance block 60, which is a solid of an adhesive force reducing substance that is supplied to the surface of the developing sleeve 51 to reduce the adhesive force between the surface of the developing sleeve 51 and the toner. The block 60 of the adhesive force reducing substance is disposed at a position where magnetic ear C of the magnetic carrier formed on the surface of the developing sleeve 51 by the magnetic force of the magnetic roll 52 can be in contact with the block.
