PROBLEM TO BE SOLVED: To provide a route guidance system, a vehicle management center configuring the route guidance system, and an on-vehicle device configuring the route guidance system that, when a cruisable distance is extended, can efficiently utilize the cruisable distance. SOLUTION: A vehicle management center 20 searches multimodal routes including routes to an EV parking lot which is positioned within a cruisable distance from a current position and where the train fare to the station nearest to a destination is the lowest among EV parking lots provided in stations having access to trains, and searches the multimodal routes again in a case where a predetermined time has elapsed from when the multimodal routes are searched.
