[OBJECTIVE] provided are an overcurrent protection circuit with a small circuit area, a charging and discharging control circuit, and a compact battery device. [SOLUTION] the charging and discharging control circuit includes an overcurrent releasing circuit which monitors the voltage of a terminal which is connected to a load through a voltage drop circuit which is connected to an overcurrent releasing terminal and detects the separation of the load, and a clamp circuit which is connected to the overcurrent releasing terminal. The voltage of the overcurrent releasing terminal is clamped by the voltage drop circuit and the clamp circuit.
