Disclosed are a device and a method for transmitting an emergency message. The device for transmitting an emergency message in accordance with the present invention includes a sensor unit sensing a disaster status by using at least one among a wireless sensor, a corded sensor, or an embedded sensor; an emergency message writing unit writing an emergency message by using the sensed disaster status; and an emergency message transmission unit transmitting the written emergency message in a medium access control (MAC) step through a pre-association message (PAM) transmission method.
