The present invention relates to a technology which produces a plant having anti-diabetic effects using subsurface water of Cheju area containing vanadium, the local feature, and uses the plant. In the method of cultivating sprout Brassica campestris containing vanadium, subsurface water of Cheju area is used as a nutrient solution for nutrient solution cultivation, vanadium water is produced by concentrating the subsurface water of Cheju area to have the vanadium content of 40-1500 ppb to be used as nutrient solution for nutrient solution cultivation, and functional sprout Brassica campestris is nutrient solution-cultivated using the vanadium water.
