A method of operating in a wireless communication system comprising a first network element serving a wireless communication unit with a packet data network (PDN) connection to a PDN gateway, the PDN connection providing a plurality of non-Guaranteed Bit Rate bearers for an uplink packet data network transmission, the method comprising:
transmitting, by the first network element to the wireless communication unit, a signaling message relating to the uplink packet data network transmission, wherein the signaling message comprises a parameter indicative of an aggregate maximum bit rate (AMBR) value associated with the PDN gateway for the PDN connection for the uplink packet data network transmission via the plurality of non-Guaranteed Bit Rate bearers and a priority value for each of the plurality of non-Guaranteed Bit Rate bearers; and communicating data packets, from the wireless communication unit to the first network element via the plurality of non-Guaranteed Bit Rate bearers based on the priority values such that for the PDN connection to the PDN gateway an aggregated bit rate for the plurality of non-Guaranteed Bit Rate bearers is limited based on the AMBR value.
