The present invention relates to an efficient up-sampling method of a lower layer image to encode an upper layer. The upper layer encoding method according to an embodiment of the present invention includes a method and a device of mixing and up-sampling a sample value in a basic layer and a sample layer in the upper layer. The present invention can improve encoding efficiency in video encoding.
