Provided is an insulation block manufacturing method comprising: a step for manufacturing a mixture by mixing a hollow ceramic filler and an organic and inorganic liquid binder including methyl silicate, ethylene silicate, silica sol or alumina sol, organofunctional silane, and a solvent; a first heating step for heating the mixture for volatilizing the solvent at 80 to 120 degrees Celsius; and a second heating step for heating the primary heated mixture at 120 to 170 degrees Celsius for inducing a chemical bonding in surfaces of particles of the hollow ceramic filler to be formed.
