The present invention relates to an earth leakage circuit breaker and a method for controlling the same, more particularly to an earth leakage circuit breaker capable of detecting a short circuit without blocking power, easily identifying the status of elements and protecting a control unit for controlling the short circuit detection function, and to a method for controlling the same. The present invention is to provide an earth leakage circuit breaker allowing protecting the control unit from being damaged by a natural phenomenon such as a thunderstroke, etc. and automatically identifying the status of the short circuit detection function of the earth leakage circuit breaker without pressing a test button of the earth leakage circuit breaker by connecting a short circuit detection electronic circuit for performing the short circuit blocking function to the control unit for controlling the same by a medium of a photocoupler so that insulation and light signals can be transmitted and to a short circuit generation time supply unit for supplying a square wave for a reference of the short circuit generation time to the control unit by mediums of a power supply line and the photocoupler so that the insulation and light signals can be transmitted, and is also to provide a method for controlling the same.
