The present invention includes: a surveillance camera; an image process server to determine whether potential abandoned or stolen objects exist in an image by obtaining the image which the surveillance camera photographed; a monitoring terminal displaying the image and alarming by receiving an alarm signal to indicate that the object is abandoned and stolen from the image process server if the photographed object is the potential abandoned or stolen objects; and a communication network for communicating the surveillance camera, the image process server, and a data communication of monitoring terminal time. The present invention determines the state of the potential abandoned or the stolen objects by analyzing spatial variation between person or objects from the image which the surveillance camera photographed thereby preventing damage due to leaving explosives in public areas and losing objects.
