PROBLEM TO BE SOLVED: To solve the problem that, when the temperature of a conversion section becomes lower than a temperature suitable for a conversion shift reaction and the temperature of a conversion catalyst is controlled to a control temperature or higher by raising the control temperature of the conversion catalyst by a heater, the energy efficiency is reduced, because a desired electric power is required to be supplied to the heater from a fuel cell or a system power source.SOLUTION: When the temperature of a conversion reaction section 7, corresponding to the fuel amount for reforming and reforming water amount detected by a conversion temperature detector 26, is reduced below a predetermined threshold temperature, a controller 33 supplies an additional amount of combustion air from an air supply section 14 while measuring the additionally supplied amount of the combustion air by an air flow rate detector 15. Thereby, the temperature of the conversion catalyst can be controlled to a temperature suitable for catalytic activity. |
