There are provided a base station, a terminal, and a communication system in a wireless communication system in which a base station and a terminal communicate with each other, in which the base station and the terminal can efficiently perform communication. The terminal includes a higher layer processing unit 601 configured to set a first measurement target configuration, the base station includes a higher layer processing unit 501 configured to configure a second measurement target configuration for each terminal, and the terminal includes a transmitting unit 607 configured to report to the base station a received power of a reference signal designated as a measurement target specified in the first measurement target configuration and a received power of a reference signal designated as a measurement target specified in the second measurement target configuration.

1. A communication system for performing communication between a base station and a terminal, comprising:
a terminal higher layer processing unit included in the terminal, configured to set a first measurement target configuration; a base station higher layer processing unit included in the base station, configured to configure a second measurement target configuration for each terminal; and a transmitting unit included in the terminal, configured to report to the base station a received power of a cell-specific reference signal designated as a measurement target specified in the first measurement target configuration, and a received power of a channel-state information reference signal designated as a measurement target specified in the second measurement target configuration.
