Provided are: a production method for a semipermeable membrane that exhibits both semipermeability and strength; and a semipermeable membrane. The production method comprises a step in which a liquid membrane is formed from a membrane-forming solution that contains the substances (A)-(C) indicated below and a desolvation step in which a solvent is removed from the liquid membrane. The substance (A) is a polymer provided with a repeating unit structure that includes one or more structural parts selected from the group consisting of an amide group, an imide group, a sulfonyl group, and a heterocylic ring. The substance (B) is a good solvent of the substance (A). The substance (C) is a salt.
