The present invention relates to a system for generating a plant functional type database map using land cover and forest characteristics information and a method therefor. The system comprises: a data collecting unit for collecting polygon vector format data including distribution information of vegetation of a destination area; a mapping unit for reclassifying property data for each lower class included in the collected polygon vector data into plant functional types of upper classes; a data format converting unit for converting the reclassified polygon vector format data into gridded raster format data to generate the entire data map for the plant functional types; a database map generating unit for primarily generating a database map for the plant functional types using a spatial moving average technique and crown area distribution; a database map extension unit for extending the database map for the plant functional types generated by the database map generating unit to generate a subdivided database map; and a correction unit for correcting the primary database map, in which the property values thereof change due to the extension of the plant functional type data, to generate a final plant functional type database map.
