A method, apparatus and device for obtaining video image motion information are disclosed in the embodiments of the invention. The method includes: determining at least one candidate first reference block corresponding to the current block in the first reference frame according to the known motion information related to the current block; determining at least one candidate second reference block corresponding to said at least one candidate first reference block respectively, in the second reference frame; calculating the sum of differences between each candidate first reference block and the corresponding candidate second reference block; selecting the candidate first reference block and the candidate second reference block which have the minimal sum of differences as the first reference block and the second reference block of the current block, and obtaining the motion information of the current block according to the motion information determined by the first reference block and the second reference block. The embodiments of the invention also provide a template construction method. The method, apparatus and device provided in the embodiments of the invention can increase the coding and decoding efficiency of the video images.
