PROBLEM TO BE SOLVED: To provide a seal material for a solar cell panel which is excellent in waterproofness and voltage endurance, and to provide a solar cell module.SOLUTION: A first water cut-off adhesive layer 4 is laminated on a rear surface of an insulative resin film 3 and an elastic layer 2 is laminated on a surface of the insulative resin film 3 to form a seal material 1 for a solar cell panel. A peripheral end part 12 of the solar cell panel 11 is sealed by the seal material 1 for the solar cell panel. The solar cell panel 11 with the seal material 1 is inserted into the frame 15 and the solar cell panel 11 is held by the frame 15 through the seal material 1 to assemble a solar cell module 21.
