PROBLEM TO BE SOLVED: To improve performance of bi-prediction with a small code amount.SOLUTION: A prediction signal generator (103) in a moving image prediction encoder includes: means (122) for estimating a 0-th motion vector for acquiring a 0-th prediction signal, selecting a 0-th prediction motion vector similar to the 0-th motion vector and generating 0-th additional information including a 0-th prediction motion information index for identifying the prediction motion vector and a differential motion vector determined from the 0-th motion vector and the 0-th prediction motion vector; means (121) for selecting a motion vector for generating a first prediction signal whose correlation with a target region is high, generating first additional information including a first prediction motion information index for identifying the motion vector as a first prediction motion vector and setting the first prediction motion vector in a first motion vector; and means (123) for combining the 0-th and first prediction signals and generating a prediction signal of the target region.
