Provided are a composition for forming a complex comprising a cellulose-based compound, a polyphenol-based compound, and a solvent, in which the amount of the polyphenol-based compound is 1 to 40 parts by weight based on 100 parts by weight of the cellulose-based compound, and also provided are a complex formed therefrom, and a composition for oral administration including said complex. The complex has dissolving properties in a solvent in various pH ranges according to the mixing ratio of the cellulose-based compound and the polyphenol-based compound. Thus, a complex film may be easily manufactured by using the complex, and the complex film is useful in the fields of pharmaceuticals, food, etc. which require pH-dependent film properties.
