The purpose of the present invention is to suppress vibration of a roller plate in the outlet of a rolling mill by controlling a roll gap of the rolling mill, and by controlling generation of tension in a rolled material in an inlet or outlet of the rolling mill. The present invention relates to a rolling control apparatus for controlling a rolling mill for rolling a rolled material with a pair of rolls, comprising a roll gap controlling part for controlling a gap between a pair of rolls according to tension of a rolled material inserted into the rolling mill to be rolled by the rolling mill, or a rolled material rolled and transmitted from the rolling mill; and a speed control part for controlling the feeding speed of a rolled material inserted into the rolling mill to be rolled by the rolling mill, or a rolled material rolled and transmitted from the rolling mill according to plate thickness of the rolled material.
