PROBLEM TO BE SOLVED: To provide an electrochromic device that can be produced without a lamination process, and a manufacturing method thereof.SOLUTION: An electrochromic device includes: a first electrode layer 12; a second electrode layer 15 formed so as to face the first electrode layer; an electrochromic layer 13 formed so as to make contact with the first electrode layer; a degradation prevention layer 16 formed so as to make contact with the second electrode layer and to prevent degradation of the second electrode layer; and an electrolyte 14 filled between the first electrode layer and the second electrode layer and formed so as to make contact with the electrochromic layer and the degradation prevention layer. A through hole is formed at least in one electrode layer of the first electrode layer and the second electrode layer. The electrochromic layer or the degradation prevention layer formed on the electrode layer having the through hole is formed on an outer surface of the electrode layer having the through hole. A support medium 11 is formed only on one outer surface side of one of the first electrode layer and the second electrode layer.
