PROBLEM TO BE SOLVED: To provide an ignition timing control device and an ignition timing control system capable of controlling ignition timing for easily suppressing occurrence of knocking with respect to an internal combustion engine.SOLUTION: An ignition timing control device includes: a knocking detection device 41 for detecting knocking of an internal combustion engine; and an ignition timing adjustment device 43 for adjusting ignition timing of the internal combustion engine on the basis of a knocking signal indicating a knocking state and obtained from the knocking detection device 41, and a signal relating to the ignition of the internal combustion engine obtained from the outside. The knocking detection device 41 and the ignition timing adjustment device 43 are electrically connected and integrally constituted. The ignition timing adjustment device 43 is provided with a first connecting portion 101 for inputting the signal relating to the ignition timing, and a second connecting portion 103 outputting the signal relating to the adjusted ignition timing to a switching element 376 for discharging.
