PROBLEM TO BE SOLVED: To provide a tool capable of safely performing the operation of replacing a both power supply transformer in an uninterruptible manner by restricting free movement by connecting and holding an electric wire to be cut to an electric wire not to be cut.SOLUTION: A connecting and holding device 10 connecting a high voltage wire d branch off from a transmission line D to a transmission line and holding, includes: a first grip part 11 that attaches the transmission line in a gripping state; a second grip part 12 that attaches a high voltage wire d in a gripping state; a wire W that connects between first and second grip parts and holds a connection state; and an adjusting part 31 that adjusts the pull-out length of wire. The first grip part and adjusting part include a joint part capable of operating so as to attache and detach to/from the transmission line by connecting an insulated operation rod operated at a remote position.
