PROBLEM TO BE SOLVED: To provide a fixing pressure roll having a low heat capacity which can suppress variations in hardness in an optical axis direction, while making roll hardness lower and to provide a fixing device.SOLUTION: A fixing pressure roll 1 used for the fixing part of the fixing device comprises: a core body 11; an elastic layer 12 provided on the circumference of the core body 11; and a release layer 13 provided on the circumference of the elastic layer 12. The elastic layer 12 is formed of hardened silicone rubber holding a cavity made of a micro resin balloon and a porous filler in a dispersion state. |
