<p>The method comprises forming an expandable thermoset plastic comprising 20-40 wt.% of a flame retardant, cutting the foamed thermoset plastic into small pieces, homogeneously mixing the small pieces with 60-80 wt.% of pre-expanded polystyrene particles to obtain a mixture, introducing the mixture into a mold, and forming a composite body by introducing pressure and/or heat. The pre-expanded polystyrene particles are embedded in a surface of the foamed thermosetting resin. The foamed thermoset plastic is homogeneously mixed with other pre-expanded polystyrene particles.
