The present invention relates to a dielectric optical mask, a laser irradiation apparatus, and a manufacturing method for organic electroluminescence device utilizing the same. The disclosed configuration includes a substrate; a first anti-reflective multilayer film formed on the lower surface of the substrate; a high-reflection multilayer film including a laser-passing area formed on the upper surface of the substrate; and a second anti-reflective multilayer film formed on the upper surface of the substrate including the high-reflection multilayer film pattern.
