SOLUTION: Among MAC-PDU free areas, a free area allocator (121) preferentially allocates an area, capable of allocating one RLC-SDU without division, to be an RLC-SDU allocation area. An RLC-PDU generator (124) generates an RLC-PDU by adding an appropriate RLC layer header to an RLC-SDU output from an RLC-SDU buffer (122) or a retransmission buffer (123). A radio resource information acquisition unit (131) outputs the free area information to the free area allocator (121) of an RLC processor having highest priority among RLC processors to which MAC-PDU free area information is not notified yet. A MAC-PDU generator (132) multiplexes the RLC-PDU according to the allocation area notified from the free area allocator (121) of the respective RLC processors (120-1 to 120-n).
