<p>The objective of the present invention is, with regard to management of a quantity of unprocessed cards during non-operational periods of issuing devices, to perform management with higher security while facilitating handling of the unprocessed cards. During operating periods of issuing devices (1) which are provided with issuing device main units (11) and housing cassettes (10) which are removable with respect to the issuing device main units (11), housing cassettes (10) are mounted on the issuing device main units (11), whereas during periods in which the issuing devices (1) are not operating, the housing cassettes (10) are removed from the issuing device main units (11) and are stored away in a storing compartment (3) placed in a different room from the room in which the issuing device main units (11) have been placed. In addition, a counting device (5) counts the quantity of unprocessed cards (Ca) housed in the housing cassettes (10) within the storing compartment (3), which are in the same room as the room in which the storing compartment (3) is placed.</p> |
