A mobile station UE according to the present invention includes: a speed detection unit 13 configured to detect the speed of the mobile station UE; and a parameter-scaling selection unit 14 (a determination unit) configured to determine a measurement frequency (specifically, a parameter used for calculating the measurement frequency) on the basis of the detected speed, the measurement frequency being a frequency at which the mobile station UE performs a measurement procedure.
