A method for manufacturing a conducting substrate according to one embodiment of the present invention includes the following steps: 1) forming a crystalline transparent conductive layer on a base substrate; 2) forming a non-crystalline transparent conductive layer on the crystalline transparent conductive layer; 3) forming at least one pattern open region to expose a part of the crystalline transparent conductive layer by patterning the non-crystalline transparent conductive layer; and 4) forming a metal layer on the at least one pattern open region.
