Embodiments of a system and method for wireless communication are provided. In certain embodiments, a plurality of fragments of a MAC management message is transmitted. Each fragment includes a sequence number indicating an order of the fragments, and at least one of the fragments includes a transaction ID identifying the MAC management message with respect to other messages.

1. A method for wireless communication performed by a mobile station, the method comprising:
fragmenting a MAC management message into a plurality of fragments; transmitting the plurality of fragments, each fragment including a header which includes a sequence number indicating an order of the fragments and wherein at least one of the fragments includes a transaction ID identifying the MAC management message with respect to other MAC management messages;determining that one of the plurality of fragments needs to be retransmitted; and
responsive to determining that one of the plurality of fragments needs to be retransmitted:
fragmenting the one of the plurality of fragments into a plurality of sub-fragments; andretransmitting the one of the plurality of fragments that needs to be retransmitted by transmitting the plurality of subfragments.
