PURPOSE: A management policy based terminal control security system and a method thereof are provided to prevent exposure on information by directly restricting use of a mobile terminal according to authority of a mobile terminal user using a mobile groupware. CONSTITUTION: A service server(100) manages user information of a mobile groupware system. A mobile device manager server(200) receives user information from the service server, stores, gives a management policy according to authority of a user and sets up a management policy to a mobile terminal of the user by the user information. A security client(300) is installed in the mobile terminal of the user, receives a management policy from the mobile device manager server and restricts the user of the mobile terminal.
