The present invention relates to an apparatus for managing cookies. The apparatus includes: a filter unit which extracts cookies from an HTTP response message received from an application server; a cookie management unit which classifies the extracted cookies into a first cookie managed inside and a second cookie outputted to the outside, and modifies the HTTP response message, based on the classification; and a cookie storage unit which modifies cookie management information, based on the classification.
