The present invention relates to a printed circuit board having a decoupling capacitor and a device including the same. A device according to one embodiment of the present invention includes a printed circuit board which includes a power layer, a ground layer, and a first decoupling capacitor; and a package which is mounted on the surface of the printed circuit board. The first decoupling capacitor is buried in a via hole of the printed circuit board. The first electrode of the first decoupling capacitor is connected to one among the power pins of the package. The second electrode of the first decoupling capacitor is connected to the ground layer.
