The present invention relates to a dry-type apparatus and method for removing harmful substances from exhaust gas, the dry-type apparatus comprising: a reaction unit in which a first treatment process for forming ammonium salt from nitrogen oxide and sulfur oxide contained in the exhaust gas and a pretreatment process for forming nitrogen dioxide from nitride oxide are performed; a plasma generating unit coupled to the reaction unit so as to generate plasma in the reaction unit, wherein the first treatment process and the pretreatment process are performed by the plasma; a calcium hydroxide supplying unit for supplying calcium hydroxide to the exhaust gas exhausted from the reaction unit such that a second treatment process is performed, in which the second treatment process includes a denitrification process for the nitride oxide having undergone the pretreatment process and a desulfurization process for the sulfur oxide remaining in the exhaust gas having undergone the first treatment process; and a bag filter for concurrently collecting the ammonium salt formed from the exhaust gas supplied from the reaction unit by undergoing the first treatment process and a calcium salt formed by undergoing the second treatment process. In accordance with the present invention, the denitrification process and the desulfurization process may be concurrently performed by using calcium hydroxide, and the pretreatment process for increasing the proportion of nitrogen dioxide in nitrogen oxide is processed and then nitrogen dioxide is reacted with calcium hydroxide, thereby improving the efficiency of the denitrification process using the calcium hydroxide.
