PROBLEM TO BE SOLVED: To reduce distinction error in distinguishing what kind of means of transportation that an owner possessing a handheld unit 7 uses when travelling each trip.SOLUTION: From departure of the handheld unit 7 in travelling to a next stopping is determined as one trip. Speed information indicating the speed of the handheld unit 7 for every appointed time is acquired from terminal information that the handheld unit 7 transmits. Means of transportation in each trip is distinguished with a distinction standard that is distribution of speed indicated by the speed information acquired for every trip. An occupied proportion of the speed included in mean walking speed zone of walkers is used as the distribution of speed. When the proportion is not less than a threshold, the means of transportation is distinguished to walk.
