The apparatus (1) has a frame (4) that is provided around a drum axle (6) and is rotatable roll-off on the soil to be compacted. A vibration generator configured to set a drum (8) into vibration. The vibration generator has a mass which is arranged within the drum. The vibration generator is provided with an electromagnetic actuator, by which the mass of the vibration generator is electromagnetically movable in relation to the drum axle. An independent claim is included for a method of compacting soils.
