PROBLEM TO BE SOLVED: To provide a charge management device capable of notifying a driver of charge recommended information.SOLUTION: Traffic demand data indicating the number of vehicles exiting/entering a plurality of interchanges of a toll road is input to input means of a charge management device in an embodiment. First prediction means executes a simulation using the input traffic demand data, and predicts charge waiting time each at a plurality of charging stations provided on the toll road. Determination means compares the predicted charge waiting time of the respective charging stations and determines whether the charge waiting time satisfies desired conditions. Generation means generates charge recommended information indicating a charging station at which smooth charging can be performed if a determination result of the determination means indicates that the charge waiting time does not satisfy the desired conditions. Output means outputs the generated charge recommended information to an external terminal if the determination result of the determination means indicates that the charge waiting time satisfies the desired conditions.
