PROBLEM TO BE SOLVED: To provide a permanent energy machine eliminating disadvantages of global contamination caused by COafter combustion of fossil fuel, and high level radioactive substances such as used fuel under a normal operation of nuclear power generation that are piled up on the earth, are not reduced even after several hundred years or tens of thousands of years, damage cells of all living things on the earth, and result in human extinction that are all applicant's mental burdens based on the present world's state threatening eternal living things.SOLUTION: A fundamental frame is connected to a support column 2(1) and the upper-most part of the support column 2(2) by beam 3 bolts. A bearing 12 (A) is installed at the support column 2(1) and the upper part of the support column 2(2). A shaft 5(A) having wheels 6(A) equally spaced apart is inserted into the bearing 12A and arranged. Further, bearings 12(B) are arranged at the lower parts of the support column 2(1) and the support column 2(2). A shaft 5(B) having wheels 6(B) equally spaced apart is inserted into the bearing 12(B). Further, a water tank is installed at the installing positions of the support columns 2(1) and 2(2). Seven rows of air cylinders 16 are arranged at the shaft 5(A), the upper part of the wheel 6(A), shaft 5(B) and wheel 6(B). A weight of one air cylinder is 50 Kg, 28 air cylinders in 56 air cylinders are always in the tank as buoyancy. 28 air cylinders at gravity side always form 1400 Kg. Accordingly, air cylinders 8 out of buoyancy and air cylinders 8 out of gravity always act moving wheels. Rotary motion is connected to a power generator. Permanent energy for generating electricity is developed. Further, changing of the number of air cylinders and the diameter sizes of the air cylinders etc. causes a generated power to be limitless.
