PROBLEM TO BE SOLVED: To prevent occurrence of a pseudo contour without deteriorating image quality.SOLUTION: An image processor includes: a color conversion processing section 110 for color-converting an input color value (RGB value) of a target image into an output color value (CMYK value) and obtaining it as a temporary output color value (temporary CMYK value); modulation width setting means 1115 for setting modulation width corresponding to the temporary output color value; a modulation difference generation section 111 for generating each combination constituted by setting a value equivalent to minimum resolution of the temporary output color value within a range of the modulation width for each color component making the temporary output color value or by not setting it as a modulation difference; a color value modulation section 112 for performing modulation in which the modulation difference selected at random is added to the temporary output color value or the modulation difference is subtracted; and an output section 12 for outputting the target image in response to the modulated color value.
