The present invention relates to a method for manufacturing an RFID tag, a device and a method for downloading a program in an RFID tag. A system for downloading a program in an RFID tag according to an embodiment of the present invention comprises a computer to output a program to be downloaded in an RFID tag; a jig to download the program outputted from the computer in a memory of a mounted microcontroller; and a thin film RFID tag having the memory of the microcontroller downloaded from the jig.
