PROBLEM TO BE SOLVED: To provide three-dimensional hologram formation method and a three-dimensional hologram formation device that exhibit high performance and excellent reliability and enable a three-dimensional hologram with high efficiency.SOLUTION: The three-dimensional hologram formation method is configured to include the steps of: recording a hologram image by irradiating object light B11 and reference light B21 which have a wavelength capable of producing photorefractive properties in a state where an electric field is applied to a photorefractive element 2 having a photorefractive composite provided, selecting a wavelength of the object light B11 and the reference light B21 which generate diffraction efficiency of equal to or more than 10% in a low-intensity electric field and recording a hologram image by irradiating the photorefractive element 2 with the object light B11 and the reference light B21; and displaying the hologram image by irradiating the photorefractive element 2 having the hologram image recorded with probe light B31.
