PROBLEM TO BE SOLVED: To minimize a burden to a user when collecting motives of the user to a promotion object action.SOLUTION: An information processor includes motive change estimation means for estimating a motive change of the user on the basis of a change in an action index being an index showing an action state of the user about a promotion object action to be an object of promotion and a change in a typical action in a motive type of the user, and outputting the motive change as an estimation result, and information collection means for executing information collection processing based on the estimation result.
