PROBLEM TO BE SOLVED: To quantitatively predict an effect due to renovation of one room in a building.SOLUTION: A parameter holding part 112 holds an index value showing thermal insulation performance about building materials for remodelling that can be installed in renovation with one room in a building as a unit. An input information acquisition part 124 acquires information of temperature measured in a room before installing building materials for renovation. A diagnosis processing part 128 estimates the temperature of the single body of the room in the case that the building materials for renovation are installed on the basis of the temperature measured in the room and the index value of the building materials for renovation.
