The specification discloses a system and a method to prevent unlawful receipt of fuel subsidies using a digital tachograph. The present invention relates to a system to prevent unlawful receipt of fuel subsidies by monitoring and detecting the unlawful receipt of fuel subsidies using a digital tachograph installed on a fuel subsidy subject vehicle on a wire-wireless network. The system is characterized in comprising a fuel subsidy unlawful receipt preventing server which includes the following components: a subject vehicle information managing means which receives, stores, and manages digital operation information collected from the digital tachograph of the subject vehicle; a subject vehicle fuel amount monitoring means which consistently monitors a variation trend of a fuel amount according to a driving distance of the subject vehicle based on the digital operation information; a subject vehicle refueling state monitoring means which monitors a refueling state of the subject vehicle based on fuel purchase information and the digital operation information, when the fuel purchase information of the subject vehicle is received from a unified card management system, which systematically manages payment information of a fuel purchase card of a subject person of the fuel subsidies, while the subject vehicle is refueled; a subject vehicle unlawful receipt discriminating means which combines the monitored results from the subject vehicle fuel amount monitoring means and the subject vehicle refueling state monitoring means to discriminate whether the fuel subsidies are unlawfully received; and a subject vehicle unlawful receipt information managing means which stores and manages unlawful receipt information of the subject vehicle, which is detected as an unlawful receiver, according to the discriminated result of the subject vehicle unlawful receipt discriminating means. |
