PROBLEM TO BE SOLVED: To reduce movement of a carrier to an image holding body. SOLUTION: An image forming apparatus (U) includes: a potential control means (C8) for controlling a first potential difference (V1) between the latent image potential (V<SB>L</SB>) of a latent image formed by a latent image forming device (ROS) and a development bias potential (Vb) applied to a developer holding body (Ga); and a control range setting means (C9) for setting the upper limit value (Va) of the potential difference (V1) controlled by the potential control means (C8), wherein when it is determined that a remaining quantity of developer in a developer storage container (TC) is smaller than a preset remaining quantity reference value (tb-tc), the control range setting means (C9) sets the upper limit value (Va) to a value (Va2) smaller than the upper limit value (Va1) assigned for the case where the remaining quantity reference value (tb-tc) is large.
