PROBLEM TO BE SOLVED: To provide a traveling state detecting device capable of introducing a car location system at a low cost without newly purchasing a siren amplifier having an output line for car location; and to provide an emergency travel support system using the same. SOLUTION: A traveling state detecting device 200 according to the present invention detects an emergency travel state of a vehicle with a speaker 400. The traveling state detecting device 200 includes a sensor 210, a determination unit 220, and a signal output unit 230. The sensor 210 detects an output waveform of a speaker signal to be output to the speaker 400. The determination unit 220 determines whether it is the emergency travel state or not based on the output waveform detected by the sensor 210.
