PROBLEM TO BE SOLVED: To provide an image forming apparatus in which a toner density is measured with high accuracy. SOLUTION: The image forming apparatus 10 includes an image holder 12 composed of a substrate 7, a basecoat layer 2 disposed on the substrate, and a photosensitive layer 3 disposed on the basecoat layer, and containing at least one kind of particles in the outermost surface layer. In the image holder 12, the intensity of reflected light on the surface at an angle of 5 degrees with respect to the incident light with which a surface with a toner image formed thereon is irradiated for detecting the density of the toner image formed on the surface is not more than 15% of the intensity of the incident light, and the substrate of the image holder gives an intensity of the reflected light with respect to the above incident light, of not less than 30% of the intensity of the incident light.
