Substantially anhydrous compositions including at least 10% by weight of a C<Sub>2</Sub> or C<Sub>3</Sub> mono-alcohol, about 1.5% or less by weight of an organic UV-filter; and an oil portion including one or more oils, the oil portion having an interfacial tension with water of greater than 9 and less than 32.5, where the composition has a volume fraction of oil relative to oil plus C<Sub>2</Sub> or C<Sub>3</Sub> mono-alcohol that is about 0.33or greater, wherein the UV-filter is selected such that the composition includes about 1.5% or less of a solid, organic UV-filter dissolved therein, and wherein the composition is substantially anhydrous.
